A policy framework and any set of recommended actions must be built on a foundation of
agreed-upon criteria. Based on involvement in Indiana – the development of the performance
report, discussions with the Joyce Foundation working teams, and interviews with stakeholders
– NCHEMS recommends that the following principles guide the agenda to improve Indiana’s
system of adult education and workforce training:
• Be systemic – incorporating the work of all providers, including education and training
providers, workforce development, and economic development.
• Recognize that these are long-term problems that require long-term solutions and
persistent and vigilant long-term leadership.
• Be applied without massive reorganization – working largely within the current
governance structure.
• Focus largely on non-traditional aged adults (25 and older) and high school dropouts
• Focus as much as possible on competencies rather than “seat-time” – outcomes rather
than activities.
• Develop and maintain the capacity to fund priorities – recognizing that (at least in the
short-term) there is likely to be very few “new” state funds available.
• Be based on incentives and the allocation of rewards rather than “command and
control”.
• Be affordable for both students and the state.
